What is Turkey KKDIK?

KKDIK is an abbreviation of the key elements of REACH in Turkish - Registration, Evaluation, Authorisation and restriction of Chemicals. Published in June 2017 and coming into force in December 2017, KKDIK was implemented in order to align chemical regulations with the EU as part of accession negotiations.



The overall requirements of KKDIK are very similar to EU REACH, notably the data requirements for registration. KKDIK requires manufacturers and importers to register the substances manufactured or imported in Turkey at or above 1 tonne per year. 

Aims and Scope of KKDIK

Turkey KKDIK has many parallels with the EU REACH legislation and the primary objective of KKDIK is the same as EU REACH.


The primary aim according to Article 1 is to ensure the protection of human health and the environment through the Registration, Evaluation, Authorisation and restriction of chemicals. KKDIK requires chemical suppliers to be aware of the hazards and risks of the substances they place on the Turkish market and to take necessary measures to manage risks.




The second aim of Turkey KKDIK is to promote the use of alternative methods for the hazard assessment of chemical substances. Registrants of the same substance should form a joint submission and submit data jointly. 


Key Elements of KKDIK

There are 4 key elements of KKDIK. These are registration, evaluation, authorisation and restriction of substances.


  • Registration: Individual substances have to be registered, regardless of whether they are on their own or in a mixture. 
    Many chemical products are mixtures of several substances, therefore it is necessary to understand the composition of these mixtures. This can cause difficulties in the case where the composition of the mixture is deemed confidential by a supplier.


  • Evaluation: The Ministry will evaluate testing proposals, dossier compliance and the risk of a substance to human health and the environment. As a result of dossier or substance evaluation, registrants may be required to submit further information on the substance.


  • AuthorisationManufacturers, importers and downstream users must not place a substance on the market if it is on the authorisation list (unless the use has been authorised).


  • Restriction: This area has arguably the greatest impact on the Turkish chemicals industry. Restricted substances are listed in Annex 17 of KKDIK and are very similar to Annex 17 of EU REACH. Substances on their own, in mixtures or in articles shall not be used unless compliant with the conditions of the restriction. Most of the restrictions in Annex 17 are already in force.
